DIRECTIVE ON APPLICATION AND REGISTRATION OF FOREIGN STUDENTS

SECTION ONE

Purpose, Scope, Legal Basis and Definitions

PURPOSE

Article 1: The purpose of this directive is to determine the principles regarding foreign students who shall be admitted to Yıldız Technical University for associate degree, undergraduate day education, undergraduate evening education and distance education.

 

SCOPE

Article 2: This directive includes provisions pursuant to determination of the admission requirements for students applying from abroad to Yıldız Technical University and the quota of foreign students who will be admitted as well as the registration transactions.

 

LEGAL BASIS

Article 3: This directive was arranged by taking into account the principles regarding the admission of foreign students (Foreign Students to be Receive Education in Turkey) with the decision of the Higher Education Council

 

DEFINITIONS

Article 4 - The following terms have the following meanings in this directive;

University: Yıldız Technical University,

Senate: The University Senate,

Administrative Committee: The University Administrative Committee,

Academic Units: Faculty, Vocational School,

Program: The departments and programs of academic units of Yıldız Technical University,

YTÜYÖGS: The Entrance Examination for Foreign Students done in Yıldız Technical University,

 

SECTION TWO

General principles

Article 5: The opinions of the academic units are taken every year regarding the quotas for the students to be admitted to Yıldız Technical University, and the quotas are determined by the University Senate.

 

Article 6: Every year, the members of the University Administrative Committee determine their demand between the minimum and maximum education fees determined by the Council of Ministers to be charged from foreign students and they submit it to the Higher Education Council.

 

Article 7: The applicant foreign students who shall be admitted to Yıldız Technical University can select maximum 3 (three) programmes during their application.

 

Article 8: If the quotas determined under Article 5 are not filled or applied for, no transfer is possible to other program quotas.

 

SECTION THREE

Application Requirements

Article 9:

Admission to undergraduate programs from abroad are conducted within the framework of the Rules Governing Admission from Abroad issued by the Higher Education Council (YÖK). The list of universities and their respective quotas are announced on YÖK’s website (www.yok.gov.tr).

All applications will be accepted and evaluated on condition that the applicant is either in the final year of his/her secondary education or has completed it, and  

fulfils the following conditions;

(stateless people and refugees may also apply) 

 

a) Is a foreign student (including stateless people and refugees),

b) Became Turkish citizen by birth and who expatriate him/herself from Turkish citizenship with the permission of Ministry of Internal Affairs and their underage children registered on these people’s citizenship expatriation document, providing evidence of ownership of the document for the usage of the rights given by the law with number 5901,

c) Has a birthright foreign citizenship but has later acquired Turkish citizenship,

d) Has Turkish citizenship and completed his/her secondary education in a foreign country except KKTC (including Turkish Schools in a foreign country except KKTC),

e) Is a KKTC citizen living in KKTC and completed his/her secondary education in KKTC having GCE AL examination results, or has/will have GCE AL examination results after registering and receiving education in a college or high school in other countries between 2005-2010.

 

Applications for the following individuals will not be accepted. The applicants who;

a) Has Turkish citizenship (except the ones who have completed their secondary educations in a foreign country except KKTC),

b) Has KKTC citizenship (except the ones who have completed their secondary education in KKTC having GCE AL examination results, and the ones who have/will have GCE AL examination results after registering and receiving education in a college or high school in other countries between 2005-2010),

c) Has dual citizenship with a birthright Turkish citizenship (except the ones who have completed his/her secondary education in a foreign country -including Turkish Schools in that country- except KKTC),

d) Has dual citizenship where one is KKTC citizenship (except the ones who completed his/her secondary education in KKTC having GCE AL examination results and the ones who have/will have GCE AL examination results after registering and receiving education in a college or high school in other countries between 2005-2010),

e) Has Turkish citizenship and has attended foreign high schools or foreign embassy schools in Turkey,

 

       Article 10: The applications of foreign students in the final grade of high school or graduated students who submit a "Certificate of Equivalence" obtained from the Ministry of National Education or the Turkish Embassies in their countries, showing that their high schools are equivalent to the high schools in Turkey.

 

Article 11: Students who are determined not to meet the application criteria after registration shall be dismissed from the university.

 

SECTION FOUR

Admission Requirements

Article 12: Yıldız Technical University holds a “Entrance Examination for Foreign Students (YTÜYÖGS)” every year for foreign students who will be admitted. The academic calendar of this examination and registration operations are determined by the Senate.

Article 13: The list of the national and international examinations (SAT, International Baccalaureate, Abitur, Tawjihi, Baccalaureate Libanais, Gaokao, Al-Shahada-Al Thanawiyya etc.) that must be taken by the foreign students – depending on the type of programs they apply for - to be admitted to programs of Yıldız Technical University and the minimum points they need to get are given in Annex 13-1). The validity period of the examinations with the status of university entrance examination (SAT, YÖGS etc. ) is 2 (two) years. If deemed necessary, this list is ­determined by the senate.

Article 14: Foreign students applying to YTU are ranked according to the sum of 70 % of YÖGS points and 30 % of the points the applicant gets in the national examination held in the applicant’s country; or the sum of 50 % of YÖGS points and 50 % of the points the applicant gets in the international examination. The YÖGS points shall be regarded as the ranking note of the students who have not taken any examinations besides YÖGS. It is up to the applicant to prefer submitting either National or International exam points for ranking.  

Article 15: In case of equal points, first the preference order and then age (the younger applicants) are taken into consideration.

 

Article 16: For the applicants admitted for registration to complete their registration, their fluency level of Turkish in the same year must be enough. Those whose level of Turkish is not enough are responsible for increasing their Turkish fluency within one year in which they shall be granted leave of absence. The applicants that have been on leave need to document the sufficiency of their fluency in Turkish within the registration period in the year following one in which they obtained the right for registration. Otherwise they shall lose their registration right.

 

Article 17: Students registered at the departments with compulsory foreign language preparatory class are responsible for complying with YTU Foreign Language Directive.

 

Article 18: The students applying to the French Interpreting Studies Program in the Western Languages and Literatures Department of the Faculty of Arts and Sciences where the education language is French need to document that they scored at least 12 out of 20 in DELF (Diplôme d'Etudes en Langue Française) (French Language Education Diploma) or DALF (Advanced French Language Education Diploma) so that they can be included in the ranking.

 

Article 19: Besides the requirements stated in Article 13, the applicants applying to the programs of the Art and Design Faculty are required to pass the special aptitude test held by the Faculty. The procedure and requirements of the special aptitude test are determined with the suggestion of the Art and Design Faculty and with the decision of the University Senate.

 

Article 20: The applicants who have gained the final registration right at the Ship Marine Engineering Operations Department of Naval Architecture and Maritime Faculty are required to meet the special entrance requirements of the Department besides the admission requirements.

 

Article 21: The foreign students who have gained registration right are required to document that they have the financial capability to pay for their expenses during their education in our country. The amount to be documented is determined by the Administrative Board every year. Bank receipt and similar documents are submitted during registration.

 

Article 22: As students coming from abroad need to get “Student Visa” in order to receive education at our University, the students admitted for registration are given admission letter or equivalent documents.

 

Article 23: The implementation calendar is determined in the academic calendar within the scope of the foreign student quota, and the information regarding the registered students is delivered to the Higher Education Council.

 

Article 24: The applicants who have gained the right to register but have not completed their registration in the determined period are deemed to have lost their registration right.

 

Article 25: Regarding the possible issues that are not included in this directive, the relative regulation provisions and the decisions of the Higher Education Council are taken as basis.

 

SECTION FIVE

   Validity

  Article 27:  This Directive enters into force as of the date on which it is signed by the Senate.

Execution

 

Article 28:  The provisions of this directive are executed by the Rector of Yıldız Technical University.
